Born and raised in Chicago, Commissioner Frank Avila, an Environmentalist, Professional Civil Engineer, Professional Land Surveyor, was elected to the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) on November 5, 2002 and is seeking re-election. Commissioner Frank Avila serves as the Chair of the Engineering Committee and the Maintenance and Operations Committee.
My top priorities are my commitment to water environment protection as it relates to our (1.) water supply, and (2.) water quality of Lake Michigan and our waterways, and (3.) wastewater treatment, which include biosolids issues, the use and disposal of pharmaceutical and personal care products and their implications on human and ecological health, including endocrine disrupting compounds/chemicals, compounds of emerging concerns, contaminated sediments, flooding, pollution; identifying, prioritizing, and collaboration of research needs; and invasive species. My concern is to protect the health and safety of the public.

Concerned with the environment for over 46 years as a civil engineer, Retired Technical Engineer with the Chicago Journeyman's Plumbers and Technical Engineers Local Union 130 U.A., and land surveyor, Commissioner Frank Avila owned and operated Avila & Associates, Inc., an engineering company, for 26 years during which he supervised over 300 engineering projects including bridges, street and sewer design, and flood studies.
Concerned with the community and the environment, Commissioner Frank Avila has been involved with the Boy Scouts of Chicago and Girl Scouts of Chicago.
Concerned with education, Commissioner Frank Avila received his High School Diploma from Harrison Technical High School, Chicago; B.S. Civil Engineering, U. of IL., Champaign; Certificate in Real Estate from the YMCA, Chicago, 1965; M.S. Finance U. of AZ, Tucson, AZ; and a Certificate as a Chicago Access Network-TV Producer.
Commissioner Frank Avila serves on the External Advisory Board of the Institute for Environmental Science and Policy (IESP) U. of IL, Chicago. He is a member of the following Organizations: Water Environment Federation; American Society of Civil Engineers; Irish American Heritage Center; Beyond Pesticides; Loyola University Museum of Art; and Nutrition for Optimal Health Association, Inc. (NOHA).
A lifetime resident of Chicago, Commissioner Frank Avila and his wife, Sharilyn "Sherry," married since 1965, have three children: Frank, Quinn, and Audrey.
